For GS-07: One year of appropriate specialized experience equivalent to at least the GS-05 level in the Federal service that demonstrates performance of such tasks such as: (1) Management of large relational databases, including quality assurance and quality control of collected data and integration of collected data into established databases; (2) Documenting data collection, storage, access, and modifications through metadata; (3) Using, documenting, and training others on the use of software for collection of data on mobile devices; (4) Testing and maintaining databases and using a variety of software for database queries and data summaries.
For tasks examples 1-4, the level of work typically would have involved receiving clear, specific, and detailed instructions as to the methods, procedures, and guidelines to use.
For GS-09:One year of appropriate specialized experience equivalent to at least the GS-07 level in the Federal service that demonstrates performance of such tasks such as: (1) Management of large databases using SQL-based relational database management systems (e.g., Microsoft SQL Server); (2) Using SQL queries and other statistical software (e.g., Python, R Software Environment for Statistical Computing) to perform quality assurance and quality control of collected data; (3) Integrating collected data into relational databases and documenting data collection, storage, access, and modifications through metadata; (4) Designing, using, documenting, and training others in on the use of software for collection of data on mobile devices; (5) Designing, testing, documenting, and maintaining large databases; (6) Using a variety of software to query and summarize large and complex data sets in a relational database management system (e.g., Microsoft SQL Server, Python and R Software Environment for Statistical Computing, geographic information systems such as ArcGIS and Microsoft Visual Basic for Applications).
To be creditable, assignments must have involved completion of the following, or the equivalent: (1) Analysis of interrelationships of system components, (2) Planning the sequence of actions necessary to accomplish the assignment, and (3) Personal responsibility for at least a segment of the overall project. This level of work typically would have been performed following established methods and procedures or detailed instructions; using some judgment in applying analytical techniques, and would have required a good working knowledge of automated data processing principles and methods.
In addition to the requirements listed above, applicants MUST have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail -Is thorough when performing work and conscientious about attending to detail.
Customer Service -Works with clients and customers (that is, any individuals who use or receive services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication -Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.
