Qualification Summary
BASIC QUALIFICATIONS:
In order be eligible for the position of Information Technology Specialist (Security), (GS-2210-9/11/12/13), you must meet the following requirements…
Qualifying on the basis of experience, your experience must be cybersecurity, or IT related and it must demonstrate each of the four competencies listed below. Your level of proficiency for each competency will be assessed based on your responses to the online assessments and additional steps in the hiring process (e.g., interview).
1. Attention to detail – is thorough when performing work and conscientious about attending to detail.
2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, or agencies, or organizations outside the government to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communications – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others; attends to nonverbal cues, and responds appropriately.
4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations. Education
If qualifying on the basis of your graduate level education, you must submit copies of your transcripts or a list of your completed courses. MINIMUM QUALIFICATIONS REQUIREMENTS: For a GS-9 you must possess one year (52-weeks) of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service. Such experience includes: IT experience completing assignments or parts related to the security of information systems or a combination of experience and education that equals one year. This could include: (1) applying basic security principles, practices, and procedures in an administration of an information security program; (2) assisting in identifying need for changes based on new security technologies or threats; and/or (3) assisting in the production of communications materials for cybersecurity information sharing. This experience must be comparable in scope and responsibility to the GS-7 grade level in the Federal service.
– OR –
Master’s degree or equivalent graduate degree in cybersecurity and/or Information Technology..
or
2 full years of progressively higher level graduate education leading to a master’s degree or equivalent graduate degree in cybersecurity and/or Information Technology. For a GS-11 you must possess one year (52-weeks) of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service. Such experience includes: IT experience completing assignments related to the security of information systems or a combination of experience and education that equals three years. This could include: (1) applying security principles, practices, and procedures in an administration of an information security program; (2) identifying needs for changes based on new security technologies or threats; and/or (3) responding to user problems by analyzing and resolving incidents or breakdowns; and/or (4) producing communication This experience must be comparable in scope and responsibility to the GS-9 grade level in the Federal service.
– OR –
Ph.D. or equivalent doctoral degree in cybersecurity and/or Information Technology.
or
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in cybersecurity and/or Information Technology. For a GS- 12 you must possess one year (52-weeks) of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal service. Such experience includes: IT experience completing assignments related to the security of information systems or a combination of experience and education that equals three years. This could include: (1) applying multiple security principles, practices, and procedures in an administration of an information security program; (2) identifying needs for changes based on new security technologies or threats; and/or (3) responding to user problems by analyzing and resolving incidents or breakdowns; and/or (4) producing communication. For a GS-13 you must possess one year (52-weeks) of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal service. Such experience includes: IT experience completing assignments related to the security of information systems or a combination of experience and education that equals five years. This could include: (1) applying multiple security principles, practices, and procedures in an administration of an information security program; (2) identifying needs for changes based on new security technologies or threats; and/or (3) guiding response to user problems by analyzing and resolving incidents or breakdowns; and/or (4) producing communication. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee’s position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee’s supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee’s official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. PHS Commissioned Corps Officers interested in performing the duties of this position within the Commissioned Corps may apply through this announcement. Candidates will be referred as Commissioned Corps personnel and not as candidates for conversion to a permanent career or career-conditional appointment. All qualification requirements must be met by 11:59 pm (Eastern Time) on 12/03/2018.
